Or can Turbo Tax detect the owner of the Mac and thereby restrict downloads to only Macs registered to the same owner? So, Mac #1 dies and I download software to my Mac #2. if you buy a disk, it will contain both the PC and Mac versions.
In fact, you can re-download the software three years later because you likely will have a new Mac or PC after three years.

You should be able to install it on another Mac. You installed it on Mac #1 but it just died. I downloaded my PC version onto two PCs because I prefer to have access to the software in two places. As you know, almost everybody owns a few gadget nowadays. You can download it onto more than one Mac.
